Dalam analisis ini, penulis menjelaskan aspek-aspek kunci dari kedua sistem hukum, termasuk perbedaan dalam pengaturan hukum pidana Syariah, hukuman yang dikenakan, serta faktor-faktor budaya dan politik yang memengaruhi penerapannya. Penulis juga mengulas dampak sosial, politik, dan hukum dari implementasi Sharia Penal Code dalam kedua negara tersebut. Hasil analisis menunjukkan bahwa Brunei Darussalam memiliki pendekatan yang lebih tegas dan konsisten dalam penerapan hukum pidana Syariah, dengan hukuman yang keras, sementara Malaysia memiliki variasi dalam penerapan hukum pidana Syariah antar-negara bagian. Faktor budaya dan politik juga memainkan peran penting dalam implementasi hukum pidana Syariah di kedua negara tersebut. Penelitian ini memiliki implikasi penting dalam memahami bagaimana sistem hukum Syariah dapat bervariasi di antara negara-negara yang menerapkannya dan bagaimana pengaruh budaya dan politik dapat membentuk implementasi hukum pidana Syariah. Case studies and descriptive analysis are the research methods used. Data collection was carried out through interviews with the Office of Cooperatives and SMEs as well as examining documents related to established policies and programs. The study findings show that the Office of Cooperatives and SMEs has implemented a number of cutting-edge methods to help SMEs in the digital era. Developing local e-commerce platforms, providing digital financing, training and educating MSME owners in the use of technology, and promoting and marketing MSMEs using social media and online platforms are just a few of the creative solutions found. In writing this article using library research. Literary studies cannot be separated from scientific literature. Manpower regulates female workers based on Law no. 13 of 2003 article 76 paragraph 4. Then the rights and protection of child workers are also regulated in Labor Law no. 13 of 2003. Then it is also regulated in the Regulation of the Minister of Manpower and Migration of the Republic of Indonesia Kep. 235/MEN/2003 concerning work that endangers health. The results show that worker protection for women and children is not in accordance with regulations. Development is certainly not just about building infrastructure but development also refers to an action in the sense of creating and producing a government program in promoting welfare, prosperity, and providing good development for the growth of a region. If the development process can run well, the country's economic system will also improve and will be much more prosperous when the development of the region is prepared in a planned and well-implemented manner. However, if the course of regional development is accompanied by fairly dense population growth, the development process will be hampered, this is also due to the impact given by dense population growth. Based on dualism, this authority has an issue which will lead to harmony between the two institutions. That way, the government has also not been able to try to solve the problem. So that there is one strategy taken, namely by making Batam a Special Economic Zone (SEZ).). Based on the above, the purpose of this study is to analyze the overlap of the authority of the Batam City Government and Batam Entrepreneur Agency related to the development of Special Economic Zones. This research includes policy research that uses a descriptive method of qualitative approach. What has been explained is an event of overlapping authority in government administration and its impact on the development of the Special Economic Zone in Batam. From this research on data collection can be done based on the results of interviews, documents, websites, journals, and news. Based on the intended explanation, overlap in an authority can be from several aspects such as permits, land, spatial planning, forests, and assets. That way the overlap can hamper a special economic zone.
