IMPLEMENTASI KEBIJAKAN PENANGGULANGAN KEMISKINAN DI KOTA BATAM (STUDI PADA PROGRAM KELUARGA HARAPAN DI KECAMATAN SAGULUNG)

Abstrak

According to DNO's observations in the field, when verifying data at the Special Social Service Office in the Sagulung District Area, there were very many who were not on target. This research was conducted to analyze the Implementation of a Poverty Reduction Program in which one of the poverty reduction programs in Batam City Especially in the District of Sagulung is the Hope Family Program which means the Poverty Reduction Program through the provision of cash assistance to very poor families based on terms and conditions has been established. In the implementation of PKH in the Social Service Specifically in Sagulung District and illustrating the inhibiting factors for implementing PKH implementation. The results of this study indicate that the implementation is effective but has not run efficiently because the benefits have not been distributed evenly. Inappropriate data collection process has led to the discovery of assistance that has not been right on target in the community. Factors that hinder its implementation include, among others, KPM that are not committed to fulfilling their duties and obligations due to lack of awareness of the importance of health and Education for Beneficiary Families. And there are still lacking in re-examinations by policy organizers in the regarding data on the list of beneficiaries sent by the center whether those listed are in accordance with the specified criteria. However, for the long term, the PKH Program is expected to make significant changes to the lives of the poor towards better education and health.
